MAYOR GREEN:       I’d like to call the meeting to order, please.  I’d like to ask Reverend Morris from Morning Star Baptist Church to come up and open our meeting with a prayer.

 

REVEREND MORRIS:           Lord, we thank You, we praise You and appreciate You in the blessing of another day. indistinguishable We give You praise, Lord.  God, You already know the reason for which we’re meeting and why we gather in this place.  And, we admit to You that we are small, finite and frail indistinguishable faltering indistinguishable So we need Your wisdom, we need Your guidance, we need Your leading as it related to the City of Kankakee.  We pray now, Lord, for the Mayor, for the City, Board of Directors, each Aldermen of each Ward.  We pray for the community that with all of our indistinguishable community with indistinguishable  We pray that You lead us on each and every matter.  We love You, we appreciate You and we thank You.  We ask this in Jesus’ name.  Amen.

ALDERMAN HUNTER:         Yeah, I move the minutes be approved as recorded.  Is that correct,    Alderman Schwade?  With one exception.

ALDERMAN SCHWADE:     The–on page three–one third of the way down, it should be 667 S. Chicago which is what the Planning Board said, and we didn’t have our minutes in front of us and I’m sorry I gave the wrong address.

 

ALDERMAN HUNTER:         So, noted and that’s incorporated in my motion, Mayor Green.

MAYOR GREEN:       Motion carries.  Now that we’re through that, I would like to ask for a motion from the Floor that you concur with my appointment of Steve Linneman to take the place of John Trost as the Alderman from the 3rd Ward.  Is there a motion?

MAYOR GREEN:       Now I’d like to ask Steve if he would like to come up and Judge Kramer is here and Judge Kramer is going to swear Steve in.  Steve, if your family’d like to come up with you, they’re more than welcome to do so. 

 

JUDGE KRAMER:      Article 13, Section 3, of the Illinois Constitution states: each perspective holder of the municipal office before taking that office shall take and subscribe  an oath.  So Mr. Steven Linneman, would you raise your right hand and repeat after me?

 

 

 

JUDGE KRAMER

AND ALDERMAN LINNEMAN:      I do solemnly swear that I will support the Constitution of the United States, and the Constitution of the State of Illinois, and that I will faithfully discharge the duties of the office of Alderman of the City of Kankakee to the best of my ability.

MAYOR GREEN:       Congratulations. Steve, here’s your book for tonight.  And, you take your seat by Dick Diersen over there.  Before you sit down, if you would like to introduce your family, address the City Council.  If you want, you can use the microphone at your seat or use the one at the rear, whatever you feel convenient doing.

ALDERMAN LINNEMAN:    I will speak loudly.  I just want to thank my family for coming.  A whole lot of people here with a whole lot of time in the 3rd Ward.  So, it’s going to be nice to try to do my part to keep it being the good place it’s always been.  Amen.

ALDERMAN LINNEMAN:    This is my wife, Joan.  Thirty years as a language arts teacher in the County.  My youngest son, Martin, my partner in bikes.  Ah, my daughter-in-law, Sal.  My son, Michael, holding my granddaughter, Zarah, and my two sisters, Rhonda and Sue.

ALDERMAN LINNEMAN:    And, my Mother.

 

MAYOR GREEN:       And, your Mother.  You know, that’s not good to miss your mother, I’ll tell you right now.  Okay.  Well, Steve, welcome aboard.  We’re glad to have you and we hope you enjoy your tenure on this City Council.  Ah, we’ll move on.  Petitions.  The Chair has none.  Are there any from the Floor?  Hearing none, under Communications, we have one which is information only.  That’s from Jess Gathing for the 2008 Illinois State Association Track and Field Championship which is going to be held at Kankakee High School on June 20, through 22.  Jess is not here, but I know that he would like any support that anyone can give.  They’re looking for sponsors and that’s what this particular piece of correspondence is dealing with.  Standing Committees.  Planning and Code.  Alderman Epstein.

ALDERMAN EPSTEIN:         The information is in your packet.

 

MAYOR GREEN:       Okay.  Public Works.  Alderman Brown. 

 

ALDERMAN BROWN:          Just three things, Mayor.  First of all, we want to give you an update on the stump grinder that we purchased.  And, with just less than a month, it just caught up all the stumps around town that we need to repair or to take out.  The second thing we talked about is the clean up happening this week.  And, it’s amazing that one of the speakers tonight was talking about recycling because that’s what we talked about in the Committee meeting, that we maybe could come up with a plan that would help solve some of those problems.  And, thirdly, but mostly, we just want to make everybody aware that the tipping fees went up from $15.50 to $16.00 and I think that’s significant.

MAYOR GREEN:       Motion carries.  Next, we’ll move to Unfinished Business.  As you know, last–two weeks ago–we did not have the minutes of the particular Planning Commission meeting.  We put the Ordinances on their First Reading.  The Administration is asking you tonight, to approve, to put those Ordinances on their Final Reading and Pass.  Is there a motion on A, which is the Second Reading for the Trust #1976? 

 

ALDERMAN HEARN:           I make a motion to Suspend the Rules that would interfere with the passage of the Ordinance.

 

MAYOR GREEN:       We just need to pass it.  This is the Second Reading.

ORDINANCE AMENDING CHAPTER 32 SECTION 115 ESTABLISHING A

“YIELD-RIGHT-OF-WAY” SIGN AT THE INTERSECTION OF RIVER STREET

MAYOR GREEN:       Motion carries.  Alderman Diersen, the Chair apologizes to you because I did not notify you of this.  It came into my office.  I had Mr. Tyson do it and I forgot.  So.  Okay.

 

ALDERMAN DIERSEN:        Apology accepted.

 

MAYOR GREEN:       All right.  Thank you.  Ah, next is the–it’s a special Ordinance authorizing the ceding of our private activity bonds to the Will Kankakee Development Authority. 

 

ALDERMAN BARON:           Do you want to Suspend the Rules?

 

MAYOR GREEN:       Yes, please.

 

ALDERMAN BARON:           The statutes provide that the City–that municipalities–have the ability to issue a certain sum of money for private activity bonds.  Traditionally, in the past, we’ve ceded that–transferred our authority to do that–to the Will County........the Will Kankakee Regional Development Authority.  The total amount that we’re ceding, if we pass this, is $2,250,800.00.  I would move that we would Suspend the Rules that would interfere with the passage of this special Ordinance.

 

ALDERMAN HUNTER:         Second.

 

MAYOR GREEN:       Motion by Alderman Baron, seconded by Alderman Hunter to Suspend the Rules that would interfere with the passage of this Ordinance.  The Chair would just add to that, we did not have any use for these bonds at this particular time.  We have ceded them to the Will Kankakee Development Authority with the understanding that if we have a project we can get those bonds back rather than letting them go back to the Governor’s office, we would rather have control of them ourselves.  Roll call.

BONDING AUTHORITY

 

MAYOR GREEN:       Motion carries.  Next, are some reappointments to some particular boards.  It’s May 1, and it’s time to do those.  Let me make a couple corrections if I can before we do this.  On number seven, we have too many in there.  The Chair only has the right to appoint two people there and my appointments to the Fireman’s Pension Board are Kenneth Leshen and Chief Ron Young.  The other names we will not do at that time.  Everything else stands the same.  So, Jim?

 

JAMES SPICE:           I don’t think that Richard Diersen is appointed to the Fire and Police Pension Board.  I believe it’s an advisory indistinguishable.  Am I supposed to be on there?

 

MAYOR GREEN:       Are you?  Which are you?

 

ALDERMAN DIERSEN:        I am a hired employee of the Board, so I’m not a member of the Board.

 

MAYOR GREEN:       Okay.  Then we will take it off.  Okay.  Thank you.

 

ALDERMAN DIERSEN:        And, also, if I might........

 

MAYOR GREEN:       And, we add you, right Jim?  You’re on that Board?

 

JAMES SPICE:           What’s that?

 

MAYOR GREEN:       You’re on that Board?

MAYOR GREEN:       Yeah.

 

ALDERMAN DIERSEN:        And, then, at the last City Council meeting, you appointed Bill Cantrell to that Board.

 

MAYOR GREEN:       That’s correct. 

 

ALDERMAN DIERSEN:        But, I don’t know if this is important.  You’re showing Robin Passwater, Larry Osenga and Walter Rokus as appointments.

 

MAYOR GREEN:       They’re not.  They’re elected by the........that’s the same thing that was true on the firemen.  We had made that mistake when we did it.

 

ALDERMAN DIERSEN:        Okay.  Thank you.

 

MAYOR GREEN:       Okay.  So, it’s just Jim Spice on the Police Pension.  That’s all.

 

ALDERMAN HUNTER:         And, with the appropriate corrections, Mayor Green.

ALDERMAN HUNTER:         Ah, with the Council’s indulgence, I move that we approve all the reappointments en masse with the exception of appointee 12B.  Alderman Cunnington is A, Mr. Shapiro is B, and Mark Steffen is C.  My motion is to approve all reappointments with exception of item 12B.  I will make that in the form of a motion.

MAYOR GREEN:       Motion carries.  They know what they want to do, don’t they?  Yes. 

 

ATTORNEY BOHLEN:          Your Honor and the Alderman, pursuant to Ordinances, the City Attorney is to make a report tonight at the first meeting in May regarding all pending litigation.  I’m asking your permission to make that report at the next meeting because we were.........have not yet received a confirmation of outstanding claims from our previous insurer.  So, with your permission, I’d like to make that report at the next Council meeting so it could be a full report.

 

MAYOR GREEN:       Yes, okay.  You can, he doesn’t have it.  Before we go into Executive Session–and I would like to go into Executive Session for a moment.  Are there any comments or questions from the Aldermen?  JoAnne.

 

ALDERMAN SCHWADE:     Ah, Mayor, there was a committee that met and I saw that Public Works discussed it with the Mayor and Deb Terrill and our City arborist, Leroy Smith, and, ah, and Carole Franke and I and we were very interested in a tree planting project in the City.  And, if anyone has any places in their Ward, that you would like to have a tree planted, the City will plant it, but you have to have the resident sign off and make sure that they will take proper care of it.  So, I have forms here.  It’s just a brief little thing that we just want to make sure that the trees survive.

 

ALDERMAN JONES:             How many trees are there?

 

ALDERMAN SCHWADE:     Ah, well, it depends.  The first ones will be, probably we could do four or five a Ward or six a Ward.

 

MAYOR GREEN:       Well, really what we wanted to do is see how many requests came in.

 

ALDERMAN SCHWADE:     Right.  And, then we’ll know how big.

 

MAYOR GREEN:       And, it’ll depend on the amount of money we have available.  But, we felt the best was to let you, if you’ve got recommendations in your Ward and you know that the individuals that want it done will take care of it.  That’s the issue.  We don’t have the ability to go around town and water all of these trees that would be planted on someone’s terrace.  They have to take care of them.  So, we were going to see what came in and then we would appropriate the necessary funds to do that. 

 

ALDERMAN SCHWADE:     So, if anybody is interested, we have the forms and you can return them to Nancy when they’re filled out. 

 

MAYOR GREEN:       Right.

 

ALDERMAN SCHWADE:     And, spring is obviously–or fall–are the best planting times.

 

MAYOR GREEN:       Yes.  Okay.  Yes.  Alderman Jones.

 

ALDERMAN JONES:             Mayor Green, ah, there was a speaker tonight talking about recycling.  And, I know I’ve seen the commercials, I’m not sure if it’s Pepsi or Coca-Cola recycles their bottles and turns them into clothing.  And, since we have Pepsi and Coca-Cola down here, could we talk with them about maybe doing a recycling of their bottles.  Even if we just did their bottles for a start or if they would take any plastic bottles, where does the company send their bottles to? 

 

MAYOR GREEN:       I assume we’d have to talk to our scavenger because it’s part of his contract to pick up the recyclables that we have.  We do recycle now.  The problem is, and she sort of addressed it, is only about–it’s a little less than 30% of the people recycle within the City.  Even though we’re providing them the bags at no cost to them and the recycling at no cost. 

 

ALDERMAN JONES:             Um huh (affirmative). 

 

MAYOR GREEN:       It’s difficult to get it done.  I know what you’re saying and we certainly could talk to them and talk to both of those distributors.  It certainly wouldn’t hurt.  We can’t lose anything by trying.

 

ALDERMAN JONES:             It can’t hurt.  It can’t hurt. 

 

MAYOR GREEN:       I agree with you.

 

ALDERMAN JONES:             Thank you.

 

MAYOR GREEN:       Anything else?  If not, I’d entertain a motion to go into Executive Session to discuss the possible purchase of Real Estate.

 

ALDERMAN WILLIAMS:     So moved.

 

ALDERMAN SCHWADE:     I second it.
