I’d like to ask Minister Vurnice Maloney from the Garden of Prayer Youth
Center to come forward and open our meeting with a prayer.

as we come today, come thanking You for Your grace and Your mercy and Your love
and all that You have given unto us. And
we pray today, if we have offended anyone, we’re sorry Lord God. We pray for the meeting tonight, Lord God,
that You would bless the officials, every official that is represented
here. We pray for business within our
community. We pray for our children as
they return to school. We seek
peace within our community. Every auxiliary that’s working in our
community, Lord God, we pray Your blessings upon them, Father. We
speak more than enough of finances that will come into our community,
Lord, where we will be able and families will be able to provide for their
children and many times for the seniors, also.
We thank You, God, for the many blessings which have been put in
Kankakee County. And, we speak even
further blessings upon the meeting tonight and every official that is
represented here. In Jesus’ name we pray

carries. Ah, next, Petitions. I’m going to ask Mr. Cross to come forward
and talk a little bit about the Comprehensive Plan for the City.
CLIFF CROSS: Thank
you, Mayor Green. I appreciate the
opportunity to speak before you all tonight.
I just want to provide you with status on the indistinguishable
Kankakee’s 2030 Comprehensive Plan or otherwise known as the Master Plan. The development of this plan’s going to
consist of three primary phases. The
first phase is the community assessment phase.
Basically, this is the phase that I’m working on right now where I’m
collecting demographic data in reference to the City of Kankakee such as
population, incorporated boundaries, industry and so forth. And, then what I would like to do is then
start up what will be known as the community’s participation phase of this
development. And this is why I’m coming
to you tonight. ‘Cause this is where I’m
going to need your help. This is the
phase in which I will generate a survey and it will help us to identify key
stakeholders in each of your wards and then we can take that data and generate
from those stakeholders and those surveys to develop a indistinguishable
workshop. I’m planning on doing that in
October. That workshop will then help us
generate what’s known as community agenda.
And, what the community agenda is indistinguishable. We will then take that document and work
from that to develop what the goals and objectives of the 2030 plan will be and
then bring it back before you for a First Reading and then ultimate approval in
early 2009. So, what I’m going to need
to get from each of you is to give indistinguishable contact survey and
then have you, in turn, based on your ward and who the primary contacts are in
your ward to get involved indistinguishable. I’d be happy to address any questions that
you may have.
MAYOR GREEN: I........I
think what we want to do, here, is each one of you, if you’ll get Cliff that
information. I mean, I think really what
we’ll avail ourselves here are the neighborhood groups that each one of you
have started in your neighborhood because I think that’s a great source of
information that he’s going to need in order to put this together. So, I think in order to help him, we should
each get him that information. I think
Carole Franke, of course, has all of them and has the contact points for you,
Cliff. Ah, but there may be........there
will be other individuals that each of you as Aldermen may want him to sit down
and talk with. Those individuals that
have–as he calls it–a stakeholder’s interest in the City of Kankakee.
CLIFF CROSS: And,
I have generated for your participation program I will email to each one of
you. And, I’ve actually identified some
stakeholders that I believe need to be involved from the standpoint of business
owners, indistinguishable groups, the public school system, parks and
recreation, advisory boards, some of the major employers. But, that will give you a list of who I’ve
considered. If you want to add to that. indistinguishable

you might want to do tonight is each one of you who’s got an email address that
you want him to contact you at, other than the one that the City has assigned
to you, I think if you’ll let him know, I think that’s truly what he’s looking
for.

Cliff. Okay. Also, under Communications we have one item
of business. It’s an Ordinance that
vacates the public alley that’s on West Court Street that’s between Entrance
Avenue and Washington Avenue. That’s a
public alley where the new Walgreen’s is going to be built and what we’re
looking for tonight, there was a question on this from the Planning
Commission. That question has been
answered to the Commissioners. And, Mr.
Tyson did that. They were concerned if
there was a sewer in the easement of the alley.
It is not. It doesn’t affect
anything so Cliff polled the members of the Planning Commission. I believe those who have responded it was a
unanimous response back. And, they will
officially vote. They will officially
vote on their action tomorrow night at the Planning Commission meeting. But, in order to not wait another two
weeks, we’d like to pass the Ordinance tonight so we can vacate that alley so
they can start construction in that area.

ORDINANCE APPROVING THE VACATION OF A PUBLIC ALLEY

carries. Next, under Communications, I
was contacted by Jim Romanek, the Executive Director of the Park District. He asked for some time tonight to talk about
their survey that they’re doing for the District. He’s here and Commissioner Collins is also
here–Roy Collins is here from the Park District. So, Jim, the Floor is yours.
JIM ROMANEK: Thank
you Mayor Green and Council members for allowing us a moment of your time. The Kankakee Valley Park District, with the
approval of our board, the Park Board, is getting ready to launch an attitude
and interest survey throughout our taxing body district. We are asking for your support to make this
successful. This survey is part of the
Park District’s Strategic Plan to strategize where the next five to ten, twenty
years and how, in the next five to ten to twenty years we can better serve the
community. A lot of time and effort has
gone into this survey and we would like the community to get involved any way
they can. And, it’s important that we
get the community involved so that we can get the results of this survey. Where the City Council can come into play is
by putting the groups or individuals in contact with us that you’re aware of
that have community-wide input and would like to be involved in heading up a
group, or handing out these surveys to them and getting them back into their
possession and back to us within a couple of days. We will be hosting a couple of information
meetings with these individuals from the groups. Some of the groups that may be of interest is
homeowners’ associations, sponsor groups, special interest groups,
yourselves, Aldermen and
Alderwomen, and as I heard the Mayor say, you have neighborhood groups. Any of those would be part of the outline of
what you would expect as a contact person or point a person. These info meetings are planned to happen in
September. The dates are to be
determined once we have the names and contact information. I don’t know if you noticed, you know, the
Kankakee Valley Park District has taken on a new attitude. We’ve implemented a lot of new things this
year with the reopening of Bird Park Quarry, paddle boats, fountain, Splash
Pad. One thing that’s in your handout
you’ll see, we’re getting prepared to do a 10-acre corn maze out on River
Road. We’re also, this year, we are the
title sponsors to the Power Boat Races that will be upcoming here on Labor Day
and you’ll see in your brochures there indistinguishable that all the
events that are planned and the entertainment that we’re bringing in this year
to make this a community-wide event.
Also, what I’d like to do is present Mayor Green with a Fall Gathering
CD of our 10-acre corn maze that is being implemented out there at River
Road. It’s in yellow gold corn. And, I’d like to entertain any questions
anybody has or answer anything. Yes,
sir.
ALDERMAN WILLIAMS: In
the 5th Ward, we’ve got two parks along the river. One is Legion Park and the other one is
LaVasseur. In the last five or ten years
nothing has been done. Legion Park is a
dumping ground for anything the Park District wants to throw at ‘em. And, the other park, LaVasseur, was where
hobos come and camp out along the river.
Now, we recently, a couple years ago, we had a Ward effort to clean up
LaVasseur Park along with the help of the Park District and DPW. But, nothing is happening to improve those
two parks.
JIM ROMANEK: Ah,
let me ask this. When was the last time
you’ve been out there?
ALDERMAN WILLIAMS: Where?
JIM ROMANEK: LaVasseur.
ALDERMAN WILLIAMS: About
two weeks ago.
JIM ROMANEK: Okay. We’ve spent over $44,000.00 upgrading that
park this year. We redid the press box
and concession stand. We redid the
fields. We redid the dugouts. We also spent part of that $44,000.00 in the
program with indistinguishable and took all the exotic plants along the
riverside. We did the berm this year
along that river to get rid of all the invasive plants and bring back the
natives. I don’t know if you were aware
of that. So, that was one park. And, we also, at Legion, recently indistinguishable
and took some phone calls from concerned citizens. But, we also have just upgraded the
playground, indistinguishable mulch inside the playground. We’ve had, ah, I had my guys go around and
clean up around the indistinguishable building and we just accepted bids
to paint the vacant facility there. So I
know that park has been neglected a little bit more than others. But, we are making an effort to improve indistinguishable.
ALDERMAN JONES:
I know there’s a lot of
youths in Kankakee that–young adults–that use skateboards. We have a skateboard shop here on Court
Street, but they have no skate park in Kankakee. Will there be coming a skate park for the
young adults and the youths?
JIM ROMANEK: Well,
that’s what that attitude and interest survey is all about. I mean there’s sections there in that survey
that will help us strategize for the next five or ten years–what does the
community want? I mean if we have an
outcry for a skate park then that’s something that our Park Board will look at
and then we’ll look for the funding to go towards how to build that– whether it
be grants or, you know, through the taxpayers or what. That’s what that whole survey is about. It’s about an 18-page survey. It’s asking you what your interests are. I mean we get calls–I get calls every week
and I’m sure the Mayor gets calls for his City what they want. You know, we want a indistinguishable
golf park, we want this and we want that.
You know, getting those calls is one thing, but whether the community
will support it is another. So, that’s
what we’re hoping that if we get these surveys out, we’re going to get as many
as can get out there. We would like at
least 500 back to give us some good number ratio to, you know, what is the
community–what they’re wanting. So, that’s
what it’s all about. We’re just, you
know, I would love to have a skateboard park indistinguishable but does
the community want a skateboard park.
And, that’s what this attitude and interest survey is all about.
MAYOR GREEN: Any
other questions? Thank you, Jim. I think really what we can do and Hank, you’ve
brought up some good points, is I think again we talk to the individual groups
that we have in each of our Wards and say, can we get you this information and
maybe they can help disseminate it and get as much of this back as we possibly
can. Because it certainly will make it
easier for the Commissioners to make their decisions as to where they’re going
to spend the money. So, and I think it’s
important. Parks are a pretty important
part of our City and we’re fortunate enough to have the majority of them within
the City of Kankakee and we have some very beautiful parks so I think we’re
kind of lucky. But, I think if you get
him that information, I know Jim is very accessible. So are the Commissioners. And they want the same thing for all the
parks. They want the good things for our
community. So, thanks for being here. I appreciate it. Okay.
