The City Clerk's Office is responsible for keeping the records of the City of Kankakee. Records considered permanent have to be kept forever and the minutes of each council meeting fall in that category. The original minutes of the meetings are hand written in beautiful script in leather bound volumes and date back to the incorporation of the city in 1855. It truly gives one a sense of tradition to stand in the vault and be surrounded by the history of the city as developed by the City Council. Other documents such as committee meeting minutes, agreements, contracts, maps and other documents germane the the operation of a municipality need to be kept for a shorter period of time. However, no records may be destroyed without the approval of a representative from the Local Records Commission of the State of Illinois. In order to keep the amount of paper stored at a reasonable level, we have a regularly scheduled procedure for record disposal.

Additionally, the City Clerk's Office handles the mechanics of setting the agenda for each Council Meeting. The format of the agenda has been set by ordinance. A skeleton agenda follows. To have an issue put on the agenda, such issue needs to be brought to the City Clerk's Office - usually by your alderman - by Wednesday evening preceding the Council meeting. This request will be reviewed by his/her Honor - the Mayor - and approve for the agenda or otherwise dispatched in an appropriate manner. Each department head has the option of presenting an issue for the Council to act upon. Most issues that are on the agenda are substantiated by documents explaining the issue fully. These documents are compiled in individual books for the Mayor, each alderman, the department heads and the attorneys and delivered on Friday afternoon preceding the council meeting. This enables the lawmakers to be well versed in the issues on which they will have to vote.

Although the members of the Council are regulated as to how often and how long they can speak on each issue, the terms are so generous, the rules are almost never invoked. If a non-council member wishes to speak, the following procedure needs to be followed. An alderman moves to allow the person to speak and after the motion is duly seconded, ten alderman (2/3 majority of the members) need to vote eye.

The City Clerk's Office is responsible for proper disposition of all ordinances, resolution and proclamations passed at the Council meeting. Any other document that needs attention as a result of Council action will be handled appropriately by this office.

In addition to these duties, the City Clerk's Office handles stickers for amusement machines, licenses for cigarette and tobacco products, coin-operated machines, waste haulers and itinerant merchants/peddlers. One of the conditions for receiving a temporary permit to sell goods in the City of Kankakee is the satisfactory results of a background check.

Organizations wishing to hold a fund raiser/tag day need to make application for approval to the City Council. Only organizations who have a local contact are granted this privilege.

Finally, this office is a source of information - citizens frequently call needing phone numbers of utility companies or asking for information about the County or the Court House. Though the Clerk has no voting privilege, the function of this office in an integral part of the City government.

Police Social Services

The Kankakee Police Social Services Program was designed to better serve the needs of victims who suffer as a result of criminal acts.  The program's professional staff stands ready, eager, and committed to assist and to extend their support to you in any way possible.

Services Provided:

Crisis Intervention
Crisis Intervention is provided to Victims in the following ways:

  • Advocacy at scene of the crime

  • Advocacy at the hospital

  • During police interview

  • Referrals for counseling

  • Assistance with funeral arrangements

Advocacy

  • Assist and guide victims through the criminal justice system

  • Emotional support

  • Employer intercession

  • Sensitivity training and community education

Financial Aid
The Victims Assistance Program will assist clients in preparing and filing a claim.  Crime Victims may be eligible to receive:

  • Money for medical and hospital expenses

  • Loss of earnings

  • Burial expenses

  • Limited funding is available to assist victims in emergency situations, i.e. (shelter-food) when appropriate.

Who is Eligible for Services?
The program is open to all residents and visitors of the Kankakee area, regardless of age, sex, or race, who may be:  Victims of Violent Crimes;  Witnesses of a Violent Crime; Family of Violent Crime Victims; or Survivors of Homicide Victims.

 

John R. Tate Advocacy Center Services

Kankakee County Court Monitoring Program
Kankakee County Court Monitors volunteers to:

  • Monitor courts daily

  • Observe court proceedings

  • Insure fair treatment of victims

  • Identify problems

  • Make recommendations for improvements

  • Agency reports monitors findings

Kankakee Center for Conflict Resolution
This service provides an outlet for citizens to resolve conflict of cases too small for court.  This volunteer mediator assists the parties to make their own decisions and is strictly confidential.  Mediations are always at no cost.

  • Outlet to resolve conflict

  • Requires no attorney

  • Neutral and non-judgmental

Cooperative Parenting & Divorce
The purpose of this seminar is to give children the opportunity to grow in a home environment free from parental conflict.

Family relationships do not disappear when the parents are no longer together.  A child's adjustment to divorce and break-up is determined in part by how well these parents share the joint responsibility of raising their child in a cooperative atmosphere.

Who Must Attend
The Illinois Supreme Court has ordered that all parents with minor children who are involved in a child custody or visitation matter must attend a Cooperative Parenting Seminar.

Illinois Bill of Rights for Victims and Witnesses of Violent Crime
If you are the victim of a violent crime, you automatically have the right to:

  • Be notified when the State begins prosecuting your attacker.

  • Be told in advance when you must appear in court.  To avoid unnecessary trips to court, you also have the right to be notified if your court date changes.  (This also applies to witnesses).

  • Give a written statement to the court regarding the impact the alleged criminal conduct has had on the victim, and the victim's concern, if any about further contact with the defendant if released on bail.

  • Be told of an upcoming parole hearing for the offender, including information on your right to make a statement at the hearing.

  • Be notified if the offender escapes from prison and if the prisoner is later recaptured.

  • Be given information about social services and financial help available to crime victims and how to get that assistance.

  • Have a state's attorney or victim advocate talk to your employer so you don't lose pay because you had to appear in court.  (This right also applies to witnesses).

  • Have property that was used as evidence returned to you promptly.

  • Be spoke to in a language you understand.

  • Have a safe waiting area when you come to court.  (This right also applies to witnesses).

A draft of the 2010-2015 Consolidated Plan is available for public review at the offices of the Community Development Agency, 850 N. Hobbie Avenue, Kankakee, Illinois between the hours of 8:00 AM until 4:00 PM, Monday through Friday except holidays observed by the City of Kankakee.  The report describes important information about the City of Kankakee demographics and economic activity as well as detailed information on the housing and economic needs of low to moderate income residents.  Included are the objectives and outcomes of the plan as well as a past performance evaluation for the Community Development Block Grant funding programs. The public is encouraged to review and comment on the content of the Consolidated Plan.

Kankakee Municipal Utility

The Kankakee Municipal Utility is a department of the City of Kankakee which has responsibility for the operation and maintenance of the City's storm water and sanitary sewer systems, pumping stations, hydroelectric facility, street lights, and traffic control signals.  The Utility also provides industrial monitoring services for the City as well as contractual laboratory testing for compliance and process control at the regional wastewater treatment plant.  The Utility is responsible for management of the City's Solid
Waste Disposal contract including recycling and yard waste disposal.
